Dear Ms. Nichols and Members of the WSAND and OAND Selection Committee,

We are honored to submit this proposal on behalf of Mox to design, develop, and maintain the new digital platforms for the Washington State Academy of Nutrition and Dietetics and the Oregon Academy of Nutrition and Dietetics at eatrightwashington.org and eatrightoregon.org. As your web development partner, you will find that our team has a proven track record of creating successful platforms that combine sophisticated visual design with the administrator-managed, member-facing functionality required for this project.

Our approach is defined by two core commitments to this project:

A twin-platform architecture that maximizes every dollar. We believe in replacing guesswork with measurable data by training like athletes to master our craft, thinking like creatives to embrace curiosity, and working like engineers to apply rigorous technical solutions. On this project, that discipline is invested where it compounds: in discovery and user experience. We will design one unified framework and deploy it as twin themes across both platforms — each with its own brand identity — so every structural decision you pay for once benefits both Academies.

A commitment to genuine zero-dependency independence. We do not build platforms that keep you calling your vendor. You've been clear that content population and ongoing management belong to your administrators, and our entire build — the CMS choice, the role structure, the training, the video library, and the documentation — is engineered so that the October 19 admin hand-off leaves your teams fully equipped to run both sites without us.

We propose a six-person team with proven collaboration across multiple creative projects, bringing deep experience in every stage of production — from planning and design to development, WCAG 2.1 AA compliance, and post-launch support. All six are based in Idaho.

Mox is committed to keeping this core team intact through launch. Should a team member leave the company or become unavailable, we will immediately provide a replacement of equal or greater expertise at no disruption to the project timeline or budget, subject to your final approval.

National Carwash Solutions

We partnered with NCS to redesign their website with a focus on visual impact, clear messaging, and stronger user engagement — rebuilding the site from the ground up. More than 60 pages of content were migrated into the new platform, including photos and core pages, with custom design templates created for each asset. The redesign ensured full WCAG and ADA compliance, working directly with the client's compliance staff.

This project demonstrates our ability to take a complex, fragmented organization and deliver a clean, one-stop resource. Its learning hub — a structured, access-controlled library of training content — is directly relevant to the CPE catalog at the center of this RFP.

Glocal Community Partners

A comprehensive digital rebrand and modern website redesign for a non-profit dedicated to community mobilization. Built from the ground up on the flexible WordPress CMS, with an intuitive information architecture that allows non-technical internal staff to effortlessly update resources, manage media assets, and publish news — and fragmented third-party systems (automated newsletter marketing, a secure digital donation platform) integrated so the visitor never felt handed between systems.

Behavioral Research · Eye-Tracking

7-Eleven Car Wash Menu Study

Using RealEye webcam eye-tracking, we measured exactly where customers engaged with tiered pricing and where “complexity-induced apathy” made them stop reading — participants correctly identified top-package features only 40% of the time in early layouts. We rebuilt the design around information blocking and F-pattern reading flows, and our final design logic had participants starting to read almost immediately upon viewing the screen.

Both Academies depend on members and employers reading tiered pricing correctly — job-posting tiers, member and non-member rates, event registration. We intend to apply this same methodology to the job board's posting tiers, the membership presentation, and the task hierarchy on both homepages. Pricing comprehension fails not because the numbers are hidden but because they are presented in a way that defeats reading.

Oregon Tilth · NW TOPP

We are partnering with Oregon Tilth to design and develop a high-impact digital learning platform for the Northwest Transition to Organic Partnership Program. Built for structural clarity, accessibility, and intuitive user experience, the platform features 10 to 12 non-linear educational modules — transforming dense, bureaucratic regulations into plain, approachable language — each hosting two to three short, practical videos with English and Spanish captioning for bilingual reach and low-bandwidth constraints. Launching September 2026.

We include it because its Learning Library challenge — organizing a dense catalog of recorded educational content behind clean access control — is the same challenge at the center of your CPE catalog requirement, and because it is current work for an Oregon organization serving audiences across the Northwest.

This plan follows our Research-First approach within your 10-week roadmap. We confirm our capacity to meet the schedule and the early-November launch target. The one adjustment we propose — which you've invited as a justified alternative — is a rebalanced interior: additional discovery and UX definition up front, recovered from development time, because the twin-theme architecture makes development faster while making the up-front decisions matter more. The award date, the admin hand-off window, and the launch target are unchanged.

August 31 – September 18. The shared information architecture, the module map, the recommended multisite architecture, sitemap, navigation structure, and the twin-theme visual design strategy for both brands — approved before development begins.

September 21 – October 9. Figma design system with a WCAG 2.1 AA design audit while problems are still inexpensive to fix, then the WordPress Multisite build, both theme instances, the multi-tier navigation, and the page templates your administrators will populate.

October 5 – October 16. The events calendar and conference sub-page templates, the CPE catalog with password protection and member-number verification, the job board with tiered automated expiration, the digital marketplace, the sponsor directory, and the Square payment gateway integration.

October 19 – October 30. Role-based accounts configured — including district editor roles, three for Washington and one for Oregon — hands-on training built for non-technical staff, and the recorded video library. Your teams populate text, media, and records independently while we remain on call.

Your review gates

We name your review points explicitly rather than implying them, so volunteer boards can plan around them. Each gate is also a billing milestone — the fixed fee is distributed across four equal payments tied to deliverables, invoiced electronically under Net 30 terms:

  • Contract signing and project initiation — 25%
  • Formal approval of the twin-theme designs — 25%
  • Admin hand-off of the completed framework — 25% · October 19

Two notes on phase sizing: Phase 1 carries three weeks rather than two because two boards, two brands, and one shared architecture are more decision surfaces than a single organization — and those decisions govern everything downstream. Development and module phases overlap slightly and run leaner than a two-site build would suggest, because under the twin-theme model the second site is a configured deployment rather than a second build. All kickoff, review, and training sessions are conducted over live video at no additional cost, scheduled around volunteer availability in both states.

The Investment

mission-minded

Our financial approach is rooted in transparency, predictability, and fiscal responsibility. This proposal represents a fixed-fee, not-to-exceed investment of $15,000.00 — the full dual-platform budget, allocated to its stated limits: $9,000.00 to WSAND and $6,000.00 to OAND. Rather than splitting the budget into two thin, duplicated projects, our twin-theme architecture spends it once where it counts: the WSAND allocation carries the shared discovery, the unified design framework, and the multisite core that both platforms inherit, while the OAND allocation funds Oregon's brand expression, site instance, and state-specific configuration.

$3,000 of this total goes to discovery and architecture before a single template is designed — a deliberate, Research-First choice: under a twin-theme architecture, every structural decision is inherited by both platforms, so the cost of getting it right is paid once and the cost of getting it wrong is paid twice. The total includes all discovery, design, development, module integration, training, and documentation, itemized below at our blended project rate of $200.00 per hour. Ongoing hosting and support packages are itemized separately, as requested.

What the fee excludes, stated plainly: third-party software and platform licensing fees (vendor subscriptions remain with the Academies); large-scale custom photography and videography (this proposal uses existing Academy assets and optimized stock media); and recurring content management, page population, and data entry — per your explicit exclusion, all content population, migration, and ongoing management is handled by WSAND and OAND administrators. Mox covers all of our own internal tool costs during the active build cycle; if a highly specialized premium plugin is required, we present it transparently and pass the subscription through at cost with zero agency markup. Out-of-scope structural changes after design approval are handled through a written change order at the $200.00 hourly rate — we will never perform or bill out-of-scope work without your signed approval. Mox carries comprehensive business liability and professional services insurance suitable for this scope; certificates and all required coverage documentation will be provided upon award.

Ongoing Support & Hosting — One Agreement, Both Domains
We offer support and hosting on one-, three-, and five-year terms, with the longer terms priced lower and carrying additional value rather than simply a discount. All rates cover the complete multisite network — both eatrightwashington.org and eatrightoregon.org under one agreement — not per-Academy charges.

Support hours cover technical troubleshooting, module and template adjustments, and software, plugin, and theme updates. Per your vendor exclusion, no recurring content management, page population, or data entry services are included — those remain with your administrators, and the platform is built so that is easy. Work beyond the monthly allotment is billed at $200/hr. We recommend the five-year full-support term: it carries the lowest monthly cost, and the annual UX review means both sites are evaluated against real member behavior every year rather than drifting until they need replacing again.

Why Mox,
for this work

We're building a learning platform for Oregon Tilth right now that serves producers across the region, and much of that job is organizing dense educational content so that busy people on any device can find what they need without hunting. Your members live in that same world.

What we'd be building here isn't really a pair of websites. It's the front door for two professional communities — the place a dietitian goes at nine at night to register for a symposium, access a CPE recording, or point a colleague to a job posting. It's also the public face of each Academy: the first thing a student, a sponsor, or a legislator sees when they want to know who you are and what you stand for.

We work with humility and we work closely. You can expect the discipline of athletes, the rigor of engineers, and the heart of creatives who care about whoever is on the other end of the screen. You can also expect us to be straight with you when something is harder than it looks, when a request won't serve your members, and when we don't know something yet.
